Professional Development Hours (PDH) Policy

Purpose. This policy describes how Jorba Counseling documents professional development participation in its trainings. It is designed to align with Colorado Department of Regulatory Agencies (DORA) continuing professional competency principles while maintaining rigorous educational standards for course design, learning objectives, evidence base, attendance, and evaluation.

Important distinction: Jorba Counseling is not representing itself as an APA-approved continuing education sponsor or as a Colorado licensing-board-approved CE provider. Certificates document participation and professional development hours. Acceptance of any activity or hours toward license renewal is determined by the participant's licensing board and, where applicable, by the licensee's individual Continuing Professional Development plan.

10. Questions, Grievances, and Accommodations

  • Colorado licensed professional counselors are subject to DORA's Continuing Professional Competency (CPC) requirements. Under the Colorado LPC rules, Professional Development Hours (PDH) are units of active learning and are equivalent to clock hours. Permitted Professional Development Activity categories include Volunteer Service, Mentor/Supervision, Presenting, Coursework, Independent Learning, and Group Learning.

  •  Jorba Counseling trainings are structured educational activities and may be documented by participants within an applicable DORA Professional Development Activity category, such as Group Learning or Coursework, when the activity is relevant to the licensee's professional competence and consistent with the licensee's learning plan and board requirements.

  •  For Colorado LPCs, the current rules require 40 PDH per renewal cycle and permit no more than 20 PDH to be credited within a single Professional Development Activity category. Accordingly, completion of a training offering more than 20 instructional hours does not mean that all hours will necessarily be usable within one PDA category for a particular renewal cycle.

  • Participants are responsible for determining the requirements that apply to their specific credential, including psychologists, social workers, marriage and family therapists, addiction counselors, candidates, and professionals licensed outside Colorado. Jorba Counseling does not guarantee acceptance of hours by any licensing board.

1. CO MHP: Eligibility and Use of PDH

  • Jorba Counseling trainings may be open to professionals who are not licensed mental health providers, including bodyworkers, massage therapists, healthcare professionals, natural medicine facilitators, and other qualified practitioners whose professional scope includes trauma-informed, relational, somatic, or body-oriented work.

  •  Participants who complete JC trainings may receive a Certificate of Completion documenting the number of professional development hours completed. Documented hours may include didactic instruction, demonstrations, structured experiential learning, clinical or professional skills practice, movement-based learning, role-play, reflective exercises, and supervised practice when these activities are directly connected to stated learning objectives and are designed to develop or integrate professional knowledge, skills, or judgment.

  •  The Certificate of Completion documents participation and professional learning but does not represent pre-approval of continuing education credit by a particular licensing, certification, or regulatory body. Requirements for continuing education and professional development vary across professions, credentialing organizations, and jurisdictions.

  •  Participants are responsible for determining whether the training and documented hours may be applied toward the continuing education, professional development, certification, or renewal requirements of their individual profession or credential. Participants should consult their licensing board, regulatory agency, certifying organization, or professional association when confirmation is needed.

  •  All participants are responsible for applying the material within their professional scope of practice, training, competence, and applicable legal and ethical standards. Completion of a Jorba Counseling training does not expand a participant's legally authorized scope of practice or confer authorization to provide psychotherapy, touch-based interventions, or other professional services for which the participant is not otherwise qualified.

  •  For Colorado Natural Medicine Facilitators, training hours may also be documented on the Certificate of Completion; participants are responsible for determining whether the training satisfies applicable continuing education or competency requirements established by DORA and the Natural Medicine Division.

2. Other Health Care Professionals

  • Jorba Counseling calculates professional development hours from qualifying instructional and active-learning time. Meals, scheduled breaks, administrative time, and other non-instructional time are excluded.

  • Five-day trainings: 30 documented professional development hours, based on the approved course schedule and qualifying instructional activities.

  • Three-day trainings: 18 documented professional development hours, based on the approved course schedule and qualifying instructional activities.

  • One-day trainings: 5 documented professional development hours, based on the approved course schedule and qualifying instructional activities.

  •  The number of hours shown on a participant's certificate will reflect the hours designated for that course and the participant's documented attendance. Jorba Counseling does not use an APA-style 'built-in absence' rule. A participant may not claim hours for instructional time they did not attend.

3. Hours Documented by Jorba Counseling

  • Participants seeking documentation of professional development hours must:

  • Register for professional development documentation by the course registration process

  • Attend the instructional portions for which hours are claimed

  • Comply with sign-in, sign-out, or other attendance-monitoring procedures

  • Provide accurate identifying and professional information needed for the certificate

  • Complete the course evaluation when required by Jorba Counseling

  •  Attendance is monitored and retained as part of Jorba Counseling's course records. If a participant misses a portion of the training, the certificate will not document hours that were not completed. Where the structure of a particular course makes partial completion educationally inappropriate, Jorba Counseling may require full attendance to issue a certificate. Exceptions will be evaluated on a case-by-case basis.

4. Attendance and Documentation

Participants who meet the applicable course requirements may receive a Certificate of Completion. The certificate is intended to support the participant's documentation of professional development and may include:

  • Participant name

  • Course title, date(s) and location or delivery format

  • Instructor name and credentials

  • Number of documented instructional/professional development hours

  • Brief identification of the educational activity or subject matter

  • Jorba Counseling contact information and verification/signature

  • The certificate does not state or imply that the course is APA-approved or pre-approved by DORA unless Jorba Counseling has obtained a separate approval that specifically authorizes such a statement.

5. Certificate of Completion / PDH

  • Although these trainings are not offered under APA sponsorship, Jorba Counseling maintains educational standards intended to support high-quality professional learning. Course development may include:

  • Clearly stated, observable learning objectives

  • Content relevant to professional mental health, trauma-informed, somatic, relational, or interdisciplinary practice

  • Current peer-reviewed research and transparent discussion of the evidence base, limitations, and potential risks of interventions

  • Qualified faculty with relevant education, licensure, training, and professional experience

  • Attention to ethics, scope of practice, informed consent, cultural context, power, and professional boundaries

  • Structured didactic instruction, demonstration, guided practice, discussion, and integration

  • Participant assessment and/or course evaluation appropriate to the learning format

6. Educational Standards and Course Quality

  • Experiential learning, demonstrations, clinical practice exercises, somatic exercises, movement-based learning, role-play, reflective exercises, and supervised skills practice may be included in documented Professional Development Hours when they constitute active learning, are directly connected to stated learning objectives, and are designed to enhance, develop, or integrate professional knowledge, skills, or judgment. Breaks, meals, social activities, personal wellness activities, and experiential activities without a defined professional learning purpose are not included in documented Professional Development Hours.

7. Experiential and Somatic Learning

  • Professional development requirements differ by profession and jurisdiction and may change. Each participant is responsible for maintaining the records required by their licensing board, connecting the activity to their professional learning goals when required, and confirming whether the activity and documented hours are acceptable for renewal.

  •  Colorado boards retain discretion to determine whether a particular professional development activity satisfies their rules. Jorba Counseling therefore cannot promise or certify that a licensing board will accept a particular course or number of hours.

8. Participant Responsibility and Regulatory Discretion

  • Jorba Counseling maintains reasonable course records, which may include course descriptions, schedules, learning objectives, faculty information, attendance records, evaluations, and certificates issued. Participants should retain their own certificates and any additional documentation required by their licensing board for the applicable retention period.

  • Course evaluations may assess achievement of learning objectives, relevance to professional practice, course effectiveness, and instructor knowledge and teaching. Evaluation is used for quality improvement and does not substitute for any documentation required by a participant's licensing board.

9. Records, Evaluation, and Verification

  • For questions regarding certificates, course content, logistics, accessibility, accommodations, or grievances, contact: laia@jorbacounseling.com

  • Questions about whether a course or professional development activity will be accepted toward a particular license should be directed to the participant's licensing board.

  • Regulatory Note

  • This policy is an administrative and educational policy, not legal advice. It should be reviewed periodically against current Colorado statutes, DORA board rules, and the applicable Continuing Professional Development Portfolio for each credential.
